A sex offender who received an unconditional pardon must be taken off Delaware's sex offender registry—that comes from the State Supreme Court. Brian Heath was sentenced to probation after pleading guilty in 2000 to unlawful sexual contact for having sex when he was 19 with a girl who was under 16.
