UPDATED: Man Involved in Dover Barricade Situation in June Charged

UPDATED – 7/13/19 – 4am – A Dover man who held State Police at bay during a barricade situation last month has been arrested by Delaware State Police.  Police say 38 year old Justin Topolski was released from the Rockford Center on Friday and taken to Troop 2 where he was charged with attempted 1st degree murder, terroristic threatening, weapons offenses and multiple other offenses.  During the June 25th incident Topolski threatened is mother with a knife and shot at Troopers and struck a marked DSP Tahoe in the driveway. He’s being held at the Howard R. Young Correctional Institution in default of over $665,000 cash bond.

UPDATED – 6pm – The investigation continues into a barricade situation that played out over several hours Tuesday morning near Dover.  Delaware State Police were contacted by the mother of 38 year old Justin Topolski who had threatened her with a knife during an argument at the Howe Drive home.  Troopers went to the home, but Topolski refused to leave the home and fired shots in the direction of the troopers and striking a marked DSP SUV parked in the driveway.  Three hours later Topolski left the residence and was arrested and taken to an area hospital for evaluation.  There were no injuries and police say charges are forthcoming.

UPDATED – 1:30pm – Just before 1pm, Delaware State Police took a 38-year-old man into custody after he surrendered from his home.  He is being transported to an area hospital for an evaluation.  There have been no reports of any injuries as a result of this incident.  Detectives continue to investigate this incident and charges may be forthcoming.  Howe Drive has been re-opened.

UPDATED – 12pm – The barricade situation near Dover continues at this hour as a possibly armed man remains barricaded in his Howe Drive home.  Delaware State Police Special Operations Response Team and Conflict Management Teams are attempting to make contact with the male subject and are continuing to attempt to persuade him to surrender.  Residents in the area remain evacuated and Howe Drive continues to remain closed.  Motorists are advised to avoid the area and seek alternate routes of travel.

A possibly armed person has barricaded themselves in a home on Howe Drive in Dover.  Delaware State Police were called to the home to check on the welfare of an unstable man who was alone in the home just after 9 this morning.  Police have evacuated several residences in the area as a precaution and Howe Drive is closed.  Drivers should look for alternate routes of travel.
