A bill proposed by Lower Eastern Shore Delegate Mary Beth Carozza has cleared its first major hurdle by passing in the House last week. Her bill proposes harsher penalties for criminally negligent driving. The bill would now make crashes that cause life-threatening injuries due to criminally negligent driving misdemeanors and would subject the driver to up to 18 months in prison or a higher fine.
