A month after the Smyrna prison hostage situation, the Correctional Officers have issued their demands for Governor Carney and the Delaware General Assembly. The changes being called for are highlighted by the repeal of the DOC/ACLU agreement, a complete staffing overhaul for all facilities and a brand new salary structure for all officers. The COAD wants no fewer than two employees assigned to any post where inmate contact is made, including outside hospital duty. They also want employee benefits, such as vacation days and additional pay for overtime and hazardous work. The officers are calling for these changes to be made no later than May 1 so that they can be finished by the end of the legislative session in June.
