The Dover Police Department has arrested 90-year-old Reuben Salters of Dover, a former City Councilman after he struck several cones and a pedestrian at the starting point of an LGBTQ+ pride event in Dover.

Officers say Salters approached a series of barrel barricades and cones in his red Ford Ranger, disregarded them and then removed a series of cones that were blocking the street where a large crowd was gathered. When a 43-year-old white male who was an organizer with the event approached him, Salters accelerated and struck the man, causing injuries to his legs and knocking him to the ground. Salters then traveled through a large crowd of gatherers and eventually stopped.

Salters was charged with Third Degree Vehicular Assault and Failure to Obey a Traffic Control Device. He was released on his own recognizance.
