Governor Jack Markell has signed legislation that treats the residents of manufactured housing communities like any other renter in the state. House Bill 107 makes ground rental payments and increases paid in equal amounts over a calendar year and prohibits a lump sum payment unless it’s at the tenant’s request and is agreed on by the landlord.
