A Salisbury man has been found guilty of drug offenses.  A Wicomico County Circuit Court Judge has sentenced 24 year old Arnell Bivans to 60 years in prison with all but 18 years suspended.  Bivans was charged with 3 counts of distribution of heroin after a lengthy investigation by the Wicomico County Narcotics Task Force. …
