Friends and family of fallen Georgetown Police officer Chad Spicer gathered for a wreath laying ceremony Saturday afternoon on the Circle in Georgetown.  Chad’s mother, Ruthann Spicer, was presented with a special license tag that bears Chad’s badge number.  Spicer was shot 9 years ago while responding to a call.
