UPDATED: DSP Arrest Second Suspect for Unlawful Imprisonment

UPDATED – 07/08/25 – A second suspect sought by Delaware State Police for unlawful imprisonment has been arrested. Police say 36 year old Coles Khayree of Dover turned himself in to on Monday – he is charged with 2 counts of unlawful imprisonment, 2nd degree conspiracy and criminal mischief. He has been released on his own recognizance.

ORIGINAL STORY – 07/07/25 – A Smyrna man has been arrested for unlawful imprisonment after an incident at the Dover Walmart last week. A second man, 36 year old Coles Khayree of Dover, remains at large. Police learned that 25 year old Kevin Caple, along with Khayree, confronted a teen and an infant parked in a Silverado that was parked in the fire lane and ordered them to move the vehicle. Caple said he worked for a tow company and began loading the SUV onto his towing mechanism when the driver of the SUV came out and an argument ensued until troopers arrived. Caple was a former tow operator – neither men had identification on their clothing or vehicle for any tow company and police obtained warrants for the arrest of both men. Caple turned himself in to police on Thursday and is charged with the following offenses:

  • Unlawful Imprisonment 1st Degree (Felony) – 2 counts
  • Conspiracy 2nd Degree (Felony)
  • Criminal Mischief $1,000 but less than $5,000

Caple was arraigned by Justice of the Peace Court 7, and released on his own recognizance.

 Khayree has not yet been located and is wanted for the same offenses.
