New Maryland Law Targets High-Speed Reckless Driving


Starting October 1, 2025, Maryland鈥檚 Sergeant Patrick Kepp Act goes into effect. The law is named after Sgt. Patrick Kepp of the Montgomery County Police Department, who lost both legs while on duty after being struck by a driver going over 100 mph.

Under the new law:

  • Reckless driving now includes a speed element: driving at least 30 mph over the posted limit.
  • Reckless driving is now a criminal offense, meaning you could be arrested and serve jail time.
  • Fines increase to $1,000.
  • Reckless driving will no longer be a citation you can simply pay; court appearance is required.
