UPDATED: Ongoing Investigation of Police-Involved Shooting in Salisbury


UPDATED–01/21/26: The Salisbury Police Department has issued a follow-up statement on the officer-involved shooting that occurred on November 2, 2025. 40-year-old David Evans was transported to a local hospital where he was later pronounced dead. The Independent Investigation Division (IID) of the Maryland Office of the Attorney General continues to investigate the incident. In a statement, Salisbury Police called the incident a tragedy for Evans, his family and friends, department personnel, and the community. The department noted that the officers’ extensive firearms training and Evans’ decision to threaten officers with a handgun contributed to the incident. Salisbury Police emphasized that their statement is intended to provide transparency, not to condemn either the officers or Mr. Evans. The officers involved have been placed on administrative duty pending the outcome of the investigation. The department expressed gratitude for the community support during this difficult time and reaffirmed its hope that with such training, they would not have to use lethal force in the line of duty.

 

 

UPDATED – 11/04/25 – The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified both the decedent and officer involved in a shooting Sunday evening on Jefferson Street in Salisbury. Officials say the man who was shot as 40 year old David Evans of Salisbury. The Salisbury Police officers involved are PFC Chase Ryan (2 years of service), PFC Orlando Thiess (4 years of service) and PFC Sean Kassouf (7 years of service). Officials say all the officers are assigned to the Patrol Division. UPDATED – 11/03/25 – Preliminary investigation by the Independent Investigations Division of the Maryland Office of the Attorney General shows that around 7pm on Sunday, November 2nd, Salisbury Police were attempting to locate a suspect in a homicide that occurred earlier on Sunday. Police located a man suspected as being involved in the earlier homicide in the driveway of a residence on Jefferson Street in Salisbury – near a vehicle with an object on the hood. Police confronted the man who refused to comply and reached for the object on the hood. Multiple officers discharged their service weapons – striking the man. Police provided medical aid until EMS arrived and transported the man to a local hospital where he was later pronounced dead. A handgun was recovered from the driveway near the man. Officials say that officers on the scene were equipped with body-worn cameras which recorded the incident.

UPDATED – 11/03/25 – MSP called to a residence on North Westover Drive in Wicomico County around 5pm Sunday for a shooting. Police found a man and woman with apparent gunshot wounds – both were taken to an area hospital where the woman was pronounced dead. The man was treated for his injuries.

Investigation led State Police and Salisbury City Police to locate the suspect outside a residence on Jefferson Street in Salisbury around 7pm where an officer-involved shooting occurred.

State Police continue to investigate the North Westover Drive shooting and the Independent Investigations Division of the Maryland Office of the Attorney General is investigating the police-involved shooting.

Police say a male suspect died – no officers were injured.
