Public Comment to Be Taken Wednesday on 5MW Solar Facility in Salisbury Area
A proposal for a 5-megawatt solar generating facility in Wicomico County will be up for public comment on Wednesday. Wicomico Rayne Solar, LLC applied in June to the Maryland Public Service Commission for a Certificate of Public Convenience and Necessity to construct an energy generating station on 37 acres of property on Union Church Road in Salisbury.
This virtual public hearing will begin at 6pm before the Chief Public Utility Law Judge Kristin Case Lawrence

In June 2025, the developer applied to the Maryland Public Service Commission for what is known as a Certificate of Public Convenience and Necessity (CPCN), which grants an applicant the authority to construct an energy generating station in Maryland. According to the application, the developer proposes to build the project, intended as part of Marylandâs community solar program, on approximately 37 acres of a property located at 30101 Union Church Road in Salisbury.
In addition to taking comments from the public, the hearing will include a presentation by the applicant, brief statements by the parties, including the Power Plant Research Program of the Maryland Department of Natural Resources, and the Commissionâs Technical Staff, as to their respective roles in the case. Â
