UPDATED: Sussex County Council Honored Cape Cross Country and was Honored by the American Planning Association


UPDATED – 12/09/25 – Sussex County Council held a split meeting. The morning session was held at the Public Safety Complex and was a workshop-style meeting with the Office of State Planning Coordination.  That meeting included not only the County Council and members of the Office of State Planning Coordination, but two State Cabinet Secretaries – Shante Hastings from DelDOT and Don Clifton from Agriculture.  

The Council returned to the County Administration Building for the afternoon session and the regular meeting beginning at 1pm.

During public comment, several Sussex Countians urged the Council to continue to fight and challenge the US Wind/Renewable Redevelopment, LLC substation legislation – SB 159 and SB 199 which would bring the installation of cables buried from 3-Rs Road through the Indian River Bay to Dagsboro.

Sussex County honored the Cape Henlopen High School Boy’s Cross Country team on their championship season and thanked the hundreds who turned out for the 42nd Annual Caroling on the Circle event last week. The food drive, which is part of Caroling on the Circle, has brought in over 23,000 food items to help feed Sussex County’s less fortunate. Donations of canned and non-perishable food items will be taken at the County Administration building through the end of the month – and monetary donations will be accepted at the Food Bank of Delaware at fbd.org/caroling.

At the start of this year Sussex County began efforts to rethink land use which has now brought top honors to the county government from the American Planning Association-Delaware Chapter. Sussex County was presented with their Outstanding Planning Project award for the work of the Land Use Reform Working Group, which was appointed by the Council to consider ways to address the pace and intensity of development in southern Delaware. Twenty recommendations were drafted by the group – and the Council will begin considering them in early 2026 as the County begins work on its State-mandated update of the comprehensive plan, which must be adopted by 2028.

In Old Business the council revisited six applications – but only one was decided with a vote. The Council did vote unanimously to approve Conditional Use No. 2493 for Rennie Hunt for a site development business with office, outdoor storage and parking on Roxana Road in Frankford. The other five items were updates that responses to Council member questions for the Mulberry Knoll and Cool Springs projects have been received and the records for each have been left open for 2 weeks for written comment to the answers to those questions only.

The Council held six public hearings – two ordinances authorizing the issuance of general obligation bonds were approved with unanimous votes. An ordinance, No 25-02, which deals with sediment releases, sediment control and stormwater management was deferred by the Planning and Zoning Commission – which is scheduled to revisit it Wednesday afternoon at 3. The record, however, has been left open for additional comment from the Sussex Conservation District – until June 1, 2026. The Council also approved three Conditional Use applications.

The Sussex County Council holds its final meeting of the year next Tuesday at 10am in the County Administration Building on The Circle in Georgetown.

ORIGINAL STORY – 12/08/25 – The Sussex County Council will meet after two weeks off on Tuesday – with a split meeting. The morning session will be held at the Public Safety Complex with a presentation and discussion with the Office of State Planning Coordination.

Then at 1pm the Council is back in chambers for the remainder of the meeting – which includes six pieces of old business – including an update of responses to Council questions on the Mulberry Knoll Associates Change of Zone application as well as an ordinance to amend the future land use map, Change of Zone and Conditional Use applications for Cool Springs, LLC. However there will be no votes on these items.

There are also several public hearings set for the afternoon session including two bond issuances, an ordinance amendment regarding sediment releases, control and stormwater management and three conditional use applications.
