Georgetown Town Council Approves Cottage Housing Development Ordinance

Georgetown Town Council has approved, by a vote of 4 to 1, Ordinance 2025-07 which will add a new permitted use – Cottage Housing Development in the UR1 Urban Residential District.聽 The ordinance allows a maximum density of 12 units per acre.
Multiple people spoke during the meeting Monday evening. Twelve of the 18 who commented to the Council were in support and another 12 letters/emails were sent to the Council in support of the ordinance.
LittleLiving.org plans to develop 22 single-family rental homes – “Market Street Village” – in Georgetown. These would be one, two and three bedroom homes with monthly rents ranging from $900 to $1000 per month and include utilities. It is an effort to increase ‘affordable housing’ in the area.
Councilman Penuel Barrett asked for clarification after several comments were made during the meeting that Little Living has already received grants for this project – which has yet to be approved. Officials from Little Living confirmed that funding is from DuPont – but would only be received on the condition that the project is built. So far, Little Living has acquired a donation of 1 acre of land to develop in the Georgetown Opportunity Zone and has built two ‘proof of concept’ homes on the property. Barrett also commented that not one member of the Georgetown Planning Commission voted to approve this ordinance.
The Town Council’s vote to approve Ordinance 2025-07 only includes adding Cottage Housing Development as a permitted use to Georgetown’s UR1 zoning.聽 It does not include approval of the Little Living project.
