UPDATED 01/02/26 – The Delaware State Police is providing the following information to assist members of the public planning to attend the Celebration of Life for Cpl/1 Matthew T. “Ty” Snook, which will take place on Monday, January 5, 2026, at the University of Delaware Bob Carpenter Center, located at 631 S. College Avenue, Newark, Delaware.

Service Information

For those unable to attend in person, the Celebration of Life will be livestreamed and broadcasted on the Delaware State Police YouTube channel. The livestream will begin around 12:00 p.m. on January 5, 2026.


Traffic Advisory

Expect delays in the area of the Bob Carpenter Center on January 5th.

  • Interstate 95 southbound will be temporarily closed in the area of Christiana Mall to Route 896 beginning around 6:30 a.m. for a short period of time to accommodate the convoy of law enforcement officers, first responders, and other public safety partners traveling to the service.
  • Motorists are encouraged to plan alternate routes and allow additional travel time.

Public Parking Information

Parking at the Bob Carpenter Center will be limited. Once the main parking areas reach capacity, members of the public will be directed to overflow parking lots.

  • University of Delaware Police Department, Newark Police Department, and DelDOT personnel will be on scene to assist with traffic flow and provide directions to overflow parking locations.
  • If needed, the University of Delaware will operate shuttle buses to transport attendees from the overflow lots to the Bob Carpenter Center.

Attendees are encouraged to follow all instructions from law enforcement and DelDOT to maximize safety and provide everyone an opportunity to pay their respects.

UPDATED 01/01/26 – Here is the latest update from Delaware State Police regarding funeral arrangements for Cpl/1 Matthew “Ty” Snook, who was killed in the line-of-duty on December 23rd in Wilmington. Services honoring the life and sacrifice of Cpl/1 Snook will be held on Monday, January 5 at the Bob Carpenter Center at the University of Delaware in Newark.

The public visitation will take place from 9:00 a.m. to 12:00 p.m. The law enforcement pass and review will begin around 12:45 p.m., followed by the memorial service at 1:00 p.m.

At the end of the service, final honors will be presented outside the Bob Carpenter Center – all ceremonial events are expected to finish around 3pm.

Interment will be private.

UPDATED – 12/26/25 – The investigation into Tuesday’s line-of-duty shooting death of a Delaware State Trooper at the DMV in Wilmington continues. Delaware State Police and local law enforcement were called just after 2pm for reports of an active shooter. Investigation shows that 44 year old Rahman Rose of Wilmington, entered the DMV as a customer. Cpl Matthew “Ty” Snook was stationed at the reception desk working an overtime assignment – Rose approached him from behind and shot him with a handgun. Cpl Snook pushed a DMV employee out of the way and told them to run as Rose continued firing multiple rounds at him.

A second trooper, who responded to the scene, sustained non-life-threatening injuries and was not taken to the hospital. A 40-year-old woman was taken to a local hospital for minor, non-gunshot-related injuries. A 35-year-old woman was evaluated for shortness of breath and declined transport to the hospital.

While Rose allowed customers to leave the DMV, he remained inside and waited for police to arrive – then fired multiple rounds at law enforcement as they entered the building. A New Castle County police officer saw Rose and shot him through a window from outside the DMV.

Rose was taken to an area hospital where he died.

UPDATED – 12/24/25 – 2:30pm – The Delaware State Police mourn the line-of-duty death of 34 year old Cpl/1 Matthew “Ty” Snook of Hockessin. Snook was a 10-year veteran of the State Police and was working an overtime assignment at the DMV on Hessler Boulevard in Wilmington Tuesday, when he was shot by a customer to the DMV. Snook is a native Delawarean, graduate of St. Mark’s High School and the University of Maryland, where he was a member of the wrestling team. He is survived by his wife and their one-year old daughter. UPDATED – 9:20pm – Delaware begins the holidays in mourning after a State Trooper working an overtime assignment at the reception desk at the DMV in Wilmington was shot and killed by a 44 year old man who entered the DMV as a customer just after 2pm – then shot the trooper twice. The trooper was able to push a DMV employee out of harms way – he was transported to an area hospital where he died from his injuries.

Superintendent of the Delaware State Police Col. William Crotty during a press conference Tuesday night in Wilmington said the State Police family has suffered a devastating loss….

Multiple police agencies responded to the DMV. A New Castle County police officer confronted the suspect and shot him. The suspect was taken to an area hospital where he died.

Another trooper was injured with a minor non-gunshot injury and two civilian women were also evaluated for minor injuries and shortness of breath.

The investigation into this shooting incident is continuing.

Governor Matt Meyer has been updated throughout the day on this incident and during the press conference Tuesday night said that protecting the lives of Delawareans is the most fundamental responsibility in government and that moments like today remind us of the risks that our law enforcement officers and first responders take – and the courage they demonstrate – every day….

 

Colonel Crotty is asking everyone to pray for the family of the fallen trooper – and to hold his family and children in your thoughts and prayers this holiday season.

The DMV in Wilmington will remain closed until further notice. The other DMV locations, which were closed Tuesday afternoon as a result of the shooting – in Delaware City, Dover and Georgetown will reopen for business on Monday, December 29th.

Roads that were closed during the shooting and investigation have been reopened.

The exit ramps from I-495 to Route 13 and Route 13 SB at I-495 off ramp have reopened

ORIGINAL STORY – 12/23/25 – A shooting at the Division of Motor Vehicles in Wilmington just after 2pm has left a Delaware State Trooper dead. The shooting occurred this afternoon and State Police report that there is no longer an active shooter – on suspect is in custody.

DelDOT:  Route 13 north and southbound are closed to traffic between I-495 and Memorial Drive. Drivers should find alternate routes.

Delaware AG Kathy Jennings is in communication with the State Police and Governor Meyer and has dispatched senior prosecutors to Hessler Boulevard to assist with the investigation. The DOJ will provide any and all support they can to the State Police and Department of Safety and Homeland Security. They are praying for the law enforcement family.

On behalf of the Delaware House Democratic Caucus, House Speaker Melissa Minor-Brown issued the following statement regarding the shooting at the Wilmington Division of Motor Vehicles (DMV) on Tuesday:
 
“We are absolutely horrified and heartbroken by the reports coming out of Wilmington this afternoon. On what should have been a day of togetherness and cheer, people simply running errands and preparing for Christmas were met with a senseless and horrific act of violence. 
 
“Every time we are confronted with violence like this, it feels no less shocking and no less devastating. If anything, it becomes harder to bear. Once again, the sense of safety people expect and deserve in their daily lives has been shattered. 
 
“We mourn the loss of the state trooper who was killed while selflessly protecting others. We are also deeply grateful for the courage and professionalism of our police officers and first responders, who ran toward danger to protect others and bring this situation under control. Their bravery reflects the very best of public service.
 
“Our hearts are with the family and loved ones of the state trooper, with the victims of today’s shooting, and the entire Delaware community. “Tonight, we grieve the loss of a Delaware State Trooper who was killed at the Karen L. Johnson DMV facility south of Wilmington. More than 50 employees were working this afternoon serving customers when an individual fatally shot a member of the Delaware State Police who was on duty at the time. Thanks to the bravery of our law enforcement officers, further loss of life was prevented. All four Delaware DMV locations will be closed on Wednesday, December 24, 2025, as we mourn the fallen officer and help our employees begin to process this tragedy.”
