UPDATED: Sussex County Council Approves Nominees to BOA and P&Z and Change of Zone Revisited in Old Business


UPDATED – 02/03/26 –聽The Sussex County Council met Tuesday morning. They recognized retiree Gordon Serman with a tribute.聽 He was the Facilities District Manager for Environmental Services and served the county for over 20 years.

The Council held two public interviews for nominees to the Board of Adjustment and Planning and Zoning Commission. Both nominees would represent District 5. Chuck McClure was appointed to the BOA and will fill a current vacancy with his term expiring in June of 2028. David Pettyjohn was approved to take over the District 5 P&Z seat when Bruce Mears retires at the end of February. Pettyjohn will serve the remainder of the term from March 1 until the term expires in June of this year.

The Council also appointed Dianna Boehm to complete the current term for District 4 of the Library Advisory Board, which ends in June of 2027.

The Council also heard a presentation from Bradley Owens, Director of the Delaware Prescription Opioid Settlement Distribution Commission. County Administrator Todd Lawson was recruited last year to serve as Chair of the Local Government Committee. The Commission’s purpose is to see that the settlement funds from the National Settlement Agreement are distributed to purposes related to opioid remediation. Funds will be collected annually over a 12 year period – a total in excess of $200-million.

In 2021 the Delaware General Assembly passed Senate Bill 166 which relates to the distribution of funds from the Prescription Opioid Impact Fee and court settlements.

Sussex County set to receive just under $480,000 this year with Milford and Seaford to receive funding as well. Council members say that treatment centers and getting people help should be priority.

In Old Business the Council revisited Change of Zone No. 2021 on behalf of Crosswinds Landing, LLC. This would change over 183 acres off Route 54 in the Williamsville area from AR-1 Agricultural Residential zoned property to an AR-1 Residential Planned Community with 352 dwelling units. After amending one condition so that the roadway called Chicken Farm Road would remain open and continue to exist, the Council voted 4 to 1 to approve the change of zone. Both Council members Jane Gruenebaum and John Rieley had issues with traffic and congestion on Route 54, but only Councilwoman Gruenebaum voted against the application.

The Sussex County Council will meet next Tuesday – however the meeting will begin at 1pm in the County Administration Building on The Circle in Georgetown.
