On Friday the Moore-Miller Administration delivered nearly 300 Green Bag appointments to the Maryland State Senate. The Green Bag is required to be delivered on the 40th day of the legislative session (which this year is Sunday – so Friday was delivery day). The names contained in the Green Bag are appointments of Marylanders made to the over 650 state boards and commissions which consist of largely dedicated volunteers and are an important cog to the effective operation of the State and ensure that government remains accountable and responsive to Marylanders.

Governor Wes Moore today announced the Moore-Miller Administration’s 2026 Green Bag appointments, which reaffirm the administration’s commitment to maintaining diverse leadership on key boards and commissions across the state. Secretary of Appointments Mollie Byron delivered the appointments to the Maryland Senate.

“I want to commend the hundreds of Marylanders who have raised their hands to serve our people through leadership roles on our state’s boards and commissions,” said Gov. Moore. “These individuals define what it means to participate in progress. Together, we are building a stronger, more equitable government that looks like the communities it serves and leads with excellence.”

The “Green Bag” is a centuries-old Maryland tradition, where officials used green cloth bags to carry important state documents. Formally required by the Maryland Constitution to be delivered by the 40th day of the legislative session, the governor submits the nominations to the State Senate for “advice and consent,” seeking approval to fill the positions.

Under the Moore-Miller Administration, 4,616 appointments have been made to the state’s boards and commissions. In 2025, the Moore-Miller Administration’s appointments comprised a record 53 percent women and 54 percent people of color. Of the appointees presented today, 51 percent are women and 49 percent are people of color.

With this slate of appointments, every corner of our state will be reflected in integral work that impacts the daily lives of Marylanders.”

The work of Maryland’s more than 650 boards and commissions—consisting largely of dedicated volunteers—is integral to the effective operation of the State. Beyond their roles in professional licensing and industry regulation, these bodies serve as a direct link between state government and Maryland communities. By shaping policies and implementing oversight across issues from education to health care and public safety, Maryland’s boards and commissions ensure government remains accountable and responsive to Marylanders.
