“Blue Envelope” Bill Signed into Law by Gov. Matt Meyer


Governor Matt Meyer has signed House Bill 277. This measure codifies the Delaware State Police to make available a “blue envelope” for use by a person with a disability. The intent is to increase safety for both officers and person with a disability during a traffic stop.

The ‘blue envelope’ includes written information for officers interacting with a person with a disability as well as guidance for the person with a disability on safe interactions with law enforcement. It is sized to contain a driver’s license, vehicle registration and insurance ID card and other related documents.

The bill was passed with a unanimous vote in both the House and Senate and became effective on Thursday, April 23, when Governor Meyer signed it into law.
