Millsboro Woman Charged with Animal Cruelty

A Millsboro area woman has been arrested on animal cruelty charges. Delaware Animal Services responded to a home on Gravel Hill Road to conduct a welfare check. They observed conditions of concern for the health and safety of the animals on the property. A search warrant was obtained and a more thorough examination of the residence was made – and horrendous living conditions were found. 19 cats and 7 dogs were removed and taken to Brandywine Valley SPCA. Seven deceased cats in cages and traps were also discovered.
The suspect, 36 year old Jessica Donovan, operates an animal rescue called Paws and Whiskers Rescue, which is believed the source of the animals. Donovan is charged with seven felony counts and 26 misdemeanor counts of animal cruelty, and two dog housing violations.
Donovan was arraigned at Troop 4 in Georgetown and released on her own recognizance. She is prohibited from owning or possessing animals and participating in any trap, neuter, release or similar programs until the case is fully disposed.
