Attorney General Brown Joins 21 States Opposing President Trump’s Military Deployment in California

Maryland Attorney General Anthony G. Brown joined a coalition of 21 states including Delaware and New Jersey as well as Kansas Governor Laura Kelly in filing an amicus brief supporting California’s legal challenge to the federal deployment of its National Guard, arguing that the president’s order exceeds constitutional authority. The brief contends that the deployment lacks a clear legal basis—such as invasion or insurrection—and could undermine states’ ability to manage their own Guard units for public safety, emergency response, and other essential services. It also raises concerns about the potential impact on constitutional rights and the balance of federal and state powers. President Trump ordered the deployment of the National Guard in response to ongoing protests, citing the need to restore order and support law enforcement.
