DE DOJ Launches Open Doors Project
Delaware Attorney General Kathy Jennings has launched the Open Doors Project which allows First State landlords and tenants access-free interpretation and document translation services under a new language access program piloted by the Delaware Department of Justice. The Open Doors Project was made possible by legislation passed in the 152nd General Assembly (SS1 for SB 82). Delawareans can apply for services online.

Housed within the DOJās Fraud & Consumer Protection Division, the Open Doors Project is universal: it is available for any language, anyĀ property, and any income, anywhere in the state.Ā It can be used in any business interaction between landlords and tenants.
āNo matter how you say āhome,ā housing is a human right,ā saidĀ Attorney General Jennings. āLanguage barriers should never be a barrier to safe housing, but they too often are. When housing is already unaffordable, hiring hourly contractors to translate documents or provide live interpretation can be prohibitively expensive. Even for those in stable housing, an inability or discomfort communicating can make it harder to resolve disputes or address unsafe conditions. Today we are launching a tool to break down those barriers and to help thousands of Delawareans access the right to housing.āĀ
The Open Doors Project was made possible by Senate Substitute 1 for Senate Bill 82 (152nd General Assembly), sponsored by Sen. Jack Walsh and Rep. Kim Williams.Ā
“Our homes are more than just structures or financial assets: they represent family, security, and a place to recharge,” saidĀ Sen. Jack Walsh. “The Open Doors Project helps ensure that everyone can meaningfully participate in the procedural and legal aspects around homeownership and renting.”
Delawareans can apply for services online atĀ de.gov/opendoors. The application form takes about five minutes to complete.
