Democrats Introduce Bill to Address Delaware鈥檚 Projected $400 Million Budget Shortfall


Democrat lawmakers have introduced legislation that would immediately address what they say is a projected $400 million budget shortfall caused by recent federal tax code changes under the One Big Beautiful Bill Act (OBBBA). Sponsored by Representative Kerri Evelyn Harris and Senator Bryan Townsend, House Bill 255 would separate Delaware鈥檚 tax code from certain parts of the federal Internal Revenue Code. Supporters say the change would prevent the state from automatically adopting new federal tax breaks for corporations, which they warn could cost Delaware hundreds of millions of dollars over the next three years. Lawmakers behind the bill say the goal is to protect state revenue and ensure funds remain available for essential public services like education, safety, and healthcare. HB 255 requires a three-fifths majority vote in both chambers. The bill will be heard by the House Administration Committee on Friday, November 7, at 11:30 a.m..
