Former Girl Scout Treasurer Caught with Hand in the Cookie Jar

A Frankford woman has been arrested for felony theft. At the end of January, Delaware State Police Financial Crimes unit met with local Girl Scout Troop representatives about a theft. Police identified 52 year old Kelly Raab as the former treasurer and after a 10 month investigation learned that Raab issued and cashed fraudulent checks while also making unauthorized payment card transactions between 2018 and 2022 – when she was treasurer – from January 2018 to November 2022. The total loss was over $12,000.

Raab turned herself in to Troop 4 on Saturday, October 12 and is charged with theft over $1500.

Raab was arraigned by Justice of the Peace Court 2 and released on her own recognizance.
