Former OC Councilman, 2-Term Police Chief Leroy Duggan Has Died
A former two-term Ocean City Police Chief and Council member has passed away.
Leroy Duggan was 93.
After a law enforcement career with Baltimore County Police, Duggan became Police Chief of Ocean City in 1970, was elected to council ten years later, then was reappointed as police chief in 1987. He was credited with transforming and modernizing the department during his tenure. Duggan also was active in community service.
Visitation will take place Tuesday at Holloway Funeral Home in Salisbury between 5:00 p.m. and 7:00p.m., and Wednesday from 1:00 p.m. until 2:00p.m. at Atlantic United Methodist Church on 4th Street in Ocean City before the service Wednesday afternoon.
