UPDATED: Maryland Flags Lowered to Half-Staff for Delegate Charles Otto

This is to advise that Governor Wes Moore ordered the Maryland Flag lowered to half-staff effective immediately. This action is in honor of Delegate Charles J. Otto, who passed away today, Friday, October 17, 2025.
The Maryland flag will remain at half-staff until sunset on the day of interment – Friday, October 24. Delegate Otto represented Legislative District 38A – Somerset, Wicomico and Worcester Counties.
