UPDATED: Body-worn Camera Footage from September 4th Fatal Officer-Involved Shooting in Cambridge Released


UPDATED – 10/03/25 – The body-worn camera footage from a fatal police-involved shooting involving the Cambridge Police Department on September 4th has been released by the Independent Investigations Division of the Maryland Office of the Attorney General. Police previously identified the victim as 30 year old Ryan Garcy of Cambridge. The investigation is continuing. UPDATED – 09/08/25 – The Independent Investigations Division (IID) of the Maryland AG’s Office has identified the Cambridge Police officer and the man who died in an officer-involved shooting on Thursday, September 4th. Police were called for a man with a knife who was chasing a woman. The man, identified as 30 year old Ryan Garcy of Cambridge refused to heed police even after he’d been tased. As Garcy, still holding the knife, approached one of the officers he was shot by Corporal Jacob Weber, a 6-year veteran with the Cambridge Police.

ORIGINAL STORY – 09/05/25 – The Independent Investigations Division of the Maryland Attorney General’s office is investigating a fatal officer-involved shooting that occurred Thursday evening in Cambridge. Preliminary investigation shows that Cambridge Police were called for a man with a knife chasing a woman near Seaway Lane and Riverside Wharf. Police located the suspect and ordered him to drop the knife, but he did not comply. Two officers deployed their tasers but the man continued to hold the knife – and charged towards one of the officers who began to retreat – and discharged his service weapon – striking the man. The suspect was taken to an area hospital where he was pronounced dead. One officer was treated for non-life threatening injuries. The IID will generally release the name of the decedent and discharging officer within two business days of the incident, although that period may be extended, if necessary, pursuant to IID protocol.  

The officers on scene were equipped with body-worn cameras, which recorded the incident. The IID will generally release body-worn camera footage within 20 business days of an incident. There may be situations where more than 20 days is necessary, including if investigators need more time to complete witness interviews, if there are technical delays caused by the need to shield the identities of civilian witnesses, or to allow family members to view the video before it is released to the public.
