Milford Man Arrested on Felony Home Improvement Fraud Charges
A Milford man has been charged with home improvement fraud following an investigation by Felton Police. Investigators say the case began after officers responded to Carlisle Street on April 6th for a reported fraud complaint. The victim had hired a contractor in March 2024 for home improvement work and paid a deposit, but the contractor allegedly failed to obtain the proper permits, did not complete the work, and did not issue a refund despite multiple requests. With assistance from the public, police identified 28-year-old Alexis Torres Fragoso who turned himself in on May 25th. He was charged with felony home improvement fraud involving services valued at $1,500 or more. Fragoso was later released on $3,000 unsecured bail pending a future court date.
