UPDATED: All Charges Against Promoters of Rehoboth Beach Takeover Event on May 19 – Dismissed
UPDATED – 05/29/26 – Charges against four Delaware State University students who were wanted by Rehoboth Beach Police as the promoters of a “Takeover” Event that occurred on May 19th have been dismissed.
DOJ spokesman Mat Marshall says that Attorney General Kathy Jennings found no factual basis to charge the defendants with any criminal offense. Prosecutors have been directed to dismiss all charges against all four defendants.

ORIGINAL STORY – 05/20/26 – Rehoboth Beach Police have obtained warrants for the arrest of four people in connection with a “Takeover” event that occurred Tuesday on the beach and boardwalk in Rehoboth Beach. Police had minimal advance notice, but an increased police presence was on the scene. However as the event grew, police from area agencies responded to help maintain the safety of people and property. Several businesses closed early and police did make some arrests associated with the event for disorderly conduct, resisting arrest, underage drinking and use of marijuana in a public space.
Police have warrants for the arrest of four of the promoters of Tuesday’s event and are looking for the following:
- 19 year old Xander Nicholl of Philadelphia
- 21 year old Agelin Clauvil of Milford
- 22 year old Keyon Scott of Dover
- 21 year old Eric Barnett of New York
All are students at Delaware State University and face the following charges:
- Intent to commit or facilitate a riot
- 2nd degree conspiracy
Police say there is no known danger to the public and will continue to monitor future event to ensure the safety of residents, visitors, business owners, employees and their property. This is the 5th event of its type since April.
