Salisbury Man Indicted for Theft by Somerset County Grand Jury

A Salisbury man has been indicted by a Somerset County grand jury for the theft of over $670,000 from the Crisfield American Legion Post 16. Maryland State Police say 56 year old Donald Lee Waters was indicted Friday for theft, theft scheme and other financial offenses.

An investigation by the Maryland State Police Criminal Enforcement Division – Eastern Region showed that Waters stole approximately $670,394 in proceeds from licensed charitable operations at the Crisfield American Legion Post 16 between mid-2021 and August of 2024 by exploiting a position of trust within the legion.

The investigation involved the execution of numerous search warrants, the service of multiple court orders and subpoenas, and extensive financial analysis.
