Three Nabbed by DSP During Drug Surveillance at Dover Gas Station


Delaware State Police conducted surveillance at a State Street gas station in Dover Tuesday night. A blue pickup driven by 32 year old Stanley Baynard of Greenwood was parked. A red sedan arrived and parked nearby. The driver, 60 year old Louis Tolson of Magnolia approached the pickup and purchased drugs, then the sedan’s passenger, 36 year old Keara Harrington of Dover spoke briefly with Baynard – before all drove off.

Police made traffic stops on both vehicles – Baynard was arrested and a search turned up about 1.44 grams of cocaine. Baynard was issued a criminal summons and released.

Tolson and Harrington were arrested after a traffic stop on the red sedan – a search turned up a digital scale.

Further investigation led to Harrington’s residence in Dover, where Tolson was living and on probation for a prior offense. Members of Probation and Parole located suspected drugs in Tolson’s room and obtained a search warrant for the residence where investigators recovered the following: 

  • Approximately 2.14 grams of suspected crack cocaine 
  • Approximately 103 bags of suspected heroin 
  • Additional drug paraphernalia

Tolson was taken to Troop 3 where he was charged with the below listed offenses:

  • Possession with Intent to Distribute a Controlled Substance Tier 2 Quantity (Felony)
  • Possession with Intent to Distribute a Controlled Substance (Felony) – 2 counts
  • Possession of a Controlled Substance Tier 2 Quantity (Felony)
  • Conspiracy Second Degree (Felony)
  • Possession of Drug Paraphernalia

Tolson was arraigned by Justice of the Peace Court 11, and committed to the Sussex Correctional Institution on a $44,200 cash bond.

Keara Harrington was taken to Troop 3 where she was charged with the below listed offenses:

  • Possession with Intent to Distribute a Controlled Substance Tier 2 Quantity (Felony)
  • Possession with Intent to Distribute a Controlled Substance (Felony)
  • Possession of a Controlled Substance Tier 2 Quantity (Felony)
  • Conspiracy Second Degree (Felony)
  • Possession of Drug Paraphernalia

Harrington was arraigned by Justice of the Peace Court 11, and released on a $9,200 unsecured bond.
