Two new laws take effect in Delaware

Delaware Governor John Carney signing two bills into law today. The abandoned cultural property act will allow museums to claim title to items that were donated or abandoned at museums as long as the loan period expired and the donor cannot be located. The other bill loosens restrictions for felons applying for a barbering licenses and allows the Department of Corrections to establish a barber training program to help inmates start getting licensed while incarcerated.
