UPDATED: MD Gov. Moore Appoints Howard “Kevin” Anderson of Somerset County to Fill District 38A Seat in Maryland House of Delegates
UPDATED – 11/25/25 – Maryland Governor Wes Moore has agreed to the recommendation of Howard “Kevin” Anderson of Somerset County by the Republican Central Committees of Wicomico, Somerset and Worcester Counties to replace the late Charles Otto, who died in October. Gov. Moore has appointed Kevin Anderson to fill the 38A House of Delegates seat – he will be sworn in before the General Assembly session begins.

Howard Anderson—better known as Kevin—owns and operates Wimberly Farms in Somerset County, growing corn, soybeans, wheat, and barley together with his father, wife, and two daughters. Anderson and his father also operate a seed conditioning facility where they clean, treat, and bag soybean, wheat, and barley seeds. Anderson represents the third generation in his family to work in the seed business on this farm, where he has been farming with his father and late grandfather all his life.
In recognition of his leadership and excellence in production agriculture, Anderson was awarded the National Young Farmer Achievement Award in 2002 by the American Farm Bureau Federation after winning the award at the state level. He was also named a National Outstanding Young Farmer by the Outstanding Farmers of America in 2007.
Anderson has served on various statewide boards, local civic clubs, and organizations to promote Maryland’s seed industry. He currently sits on the Maryland Grain Producers board of directors, and serves as vice president of the Maryland Crop Association.

ORIGINAL STORY – 11/10/25 – Wicomico County Executive Julie Giordano, on behalf of the Republican Central Committees of Wicomico, Somerset and Worcester Counties, has submitted their recommendation of Howard Kevin Anderson to be appointed to the Maryland House Delegates, District 38A, to fill the vacancy created by the passing of Delegate Charles Otto. Giordano says that the three county Republican Central Committees met and by a unanimous vote across the district’s affected jurisdictions, selected Anderson as their nominee to serve the remainder of the term.
This recommendation was sent to Governor Wes Moore and Secretary of Appointments Mollie Byron. Giordano tells the Talk of Delmarva that they now wait to see if Governor Moore will go through with their recommendation. If the Governor accepts the recommendation, then Anderson will be sworn in before the General Assembly session begins.
