A traffic stop on Route 113 in Georgetown led to the arrest of two men on a variety of charges – including identity theft.  Georgetown Police smelled marijuana as they contacted the driver – a search of the vehicle turned up a laptop computer and 122 SIM cards with the personal information of numerous victims.  Police learned there was personal information cataloged on the laptop from numerous victims – which was to be used to activate the SIM cards on cell phones, which would eventually be sold – with the stolen information – on the internet.  Police have arrested 28 year old Allan Castillo and 31 Andres Villar-Martinez, both of the Dominican Republic – they are each charged with 16 counts of identity theft and 2nd degree conspiracy as well as possession of marijuana.  The investigation is continuing in conjunction with Homeland Security Investigations Delaware.
