Seaford Man Arrested for Home Improvement Fraud

A Seaford man has been arrested for home improvement fraud and other offenses.  Delaware State Police say that last September, a 72 year old woman met 52 year old William Parlier, who claimed to be a contractor, at the Seaford Lowes.  An agreement for him to do some home improvements was made and over 2 months, the victim had given him over $6000 which was for future labor and materials.  None of the work agreed on was ever completed.  On February 4th police took a second report of a home improvement fraud involving Parlier, who took several checks totaling over $6000 from a 57 year old male victim.  Again no work was completed.  Parlier was arrested Saturday on 2 counts of home improvement fraud, theft and other offenses.
