Delivering on Affordability in Delaware and Maryland
Under The Exelon Promise, Delmarva Power continues to advance programs and protections designed to help customers manage rising energy costs today, while pursuing lasting reforms that address long-term cost drivers.
- Customer support: Delivering immediate relief through the $6.5 million Customer Relief Fund (delmarva.com/ReliefDE and delmarva.com/ReliefMD), flexible payment options, energy efficiency programs, and connection to state and federal programs that help customers manage higher costs now.
- To date, nearly $4 million has been pledged through the Customer Relief Fund to help more than 8,000 customers in Delaware and Maryland, with $2.5 million in funding still available for eligible customers.
- In 2025, Delmarva Power helped more than 23,000 customers secure more than $23.1 million in energy assistance, including more than $6.0 million in LIHEAP funding.
- In Maryland, Delmarva Power was instrumental in the collaborative development of a discounted rate mechanism for limited-income customers. Recently approved by the Maryland Public Service Commission and set to be implemented before Jan. 1 of next year, this program will provide discounted rates to certain limited-income customers to correlate payments more closely to their ability to pay.
- Customer protections: Implementing strong guardrails to ensure large energy users, including data centers, pay for the infrastructure needed to support their growth, helping shield residential and small businesses from unfair cost impacts. This includes:
- Requiring large-load customers to pay their fair share of grid upgrades and provide financial assurances that protect customers from the risk of “phantom” projects or stranded infrastructure costs.
- Conducting feasibility and reliability studies for large-load requests to confirm the grid can support new demand without impacting existing customers and identifying any needed upgrades.
- Working with economic development and real estate partners to pre-screen sites and plan grid readiness, helping reduce uncertainty and improve coordination for responsible growth.
- Advocating for long-term solutions: Supporting reforms that allow public utilities to build new, affordable energy supply under public oversight, prevent power outages, and ease pressure on prices. A recent analysis by Charles River Associates found that allowing utilities to generate power could save customers between $9 billion and $20 billion.
- For example, Delmarva Power supports the Affordable Energy Act in Maryland, which allows regulated utilities to build community solar projects that provide discounted distribution rates for limited-income customers, and authorizes utilities to develop transmission-level battery storage that improves reliability and supports affordability.
