Delaware Fireworks Bill Passes Senate


A Delaware bill aimed at tightening fireworks laws has passed the Senate. Officials say the state’s current regulations have led to widespread confusion, with many people using fireworks outside legally permitted days without realizing they are breaking the law, while others face penalties too small to deter violations. The result has been ongoing neighborhood disturbances, increased risks of injury, and greater potential for fires and property damage. Out-of-state retailers advertising illegal fireworks in Delaware have added to the confusion, and the lack of a registration system has limited oversight by the State Fire Marshal’s office.  The measure, introduced on March 6th, 2025, strengthens enforcement by increasing fines, creating a permit system for sales, requiring clearer consumer safety information, and generating funding to improve oversight and public education. Because it includes fees, it required a three-fifths majority vote under the Delaware Constitution. House Bill 63 with HA 1 ( HB 63 w/ HA 1 ), whose primary sponsor is District 26 Representative Madinah Wilson-Anton, is now ready for action from Governor Matt Meyer.
