Delmar Woman Charged with Drug Offenses after Traffic Stop in Felton

A traffic stop by Felton Police on Route 13 near Midstate Road on Friday led to the arrest of a Delmar woman on drug charges. Police stopped the vehicle just before 2pm and during the investigation a K-9 alerted to the presence of illegal substances inside the vehicle. A search turned up 139 bags of suspected heroin and drug paraphernalia in the passenger compartment. The passenger – 23 year old Harley Flanagan of Delmar, Delaware – was arrested. A computer check showed Flanagan had an active capias for a previous traffic violation.
Flanagan is charged with the following offenses:
- Manufacture/Delivery/Possession with Intent to Deliver a Controlled Substance (Tier 2 Quantity) — Class C Felony
- Possession/Consumption of a Controlled or Counterfeit Substance (excluding Human Growth Hormone) without a prescription — Class B Misdemeanor
- Possession of Drug Paraphernalia not related to marijuana — Class B Misdemeanor
Flanagan was arraigned by Justice of the Peace Court 2 and released on her own recognizance on the above charges, as well as on the capias, pending a future court date.
