Bear, Delaware was the big winner in Sunday’s Winter Storm Fern updated snow fall totals according to the National Weather Service posted at 2am Monday with 10-inches of snow – followed by Wilmington with 9-inches. The snow began falling just after midnight – New Castle County and Kent County have seen the highest snowfall as of 10am.  Kent and New Castle Counties saw enough snow and cold temperatures for the Driving Restriction Level to be increased there to Level 2, while Sussex County remained at Level 1.
