Legislation Aims to Send Energy Program Revenue Back to Electric Customers


Delaware electric customers could receive direct bill rebates under a revised proposal from State Senator Gerald Hocker that would return certain revenues generated through the Regional Greenhouse Gas Initiative (RGGI) to ratepayers. Senate Substitute 1 for Senate Bill 64 would preserve existing funding for energy efficiency, low-income assistance, and greenhouse gas reduction programs, while directing RGGI funds collected above 2025 levels into a statewide rebate program. The updated language makes sure that rebates are administered statewide, delivered through electric suppliers, and reflected directly on customer bills. The bill has been assigned to the Senate Environment, Energy, & Transportation Committee, with a hearing expected to be announced.
