UPDATED: Arrest Made in April Shooting in Dover that Injured 3 on North Governors Avenue

UPDATED – 07/10/26 – A Dover man has been arrested by Dover Police in connection with a shooting on April 8th that injured 3 on North Governors Avenue. Investigation into the shooting identified 23 year old Deivin Trower of Dover as the suspect and warrants were obtained for his arrest on June 26th.
On July 1st, US Marshals attempted to arrest Trower in the Fairway Lakes Drive area, but he ran off into a wooded area behind the Wawa on Route 8. An extensive search was made, but Trower was not located.
On July 9th, Trower was again located – this time at a residence in White Oak Apartments in Dover. During surveillance 21 year old Tionna Harmon of Dover was seen leaving the residence and seeming to act as a lookout – Trower then left the residence through a rear window, and was arrested as he tried to run from law enforcement.
Trower is charged with offenses related to the April 8th shooting:
- Assault 1st Degree
- Possession of Firearm During Commission of a Felony
- Assault 2nd Degree (2x) Carrying Concealed Deadly Weapon
- Reckless Endanger 1st Degree
- Possession of Firearm/Ammo by Person Prohibited (2x)
- Wearing a Disguise During Commission of Felony
Trower was committed to SCI in default of a $175,100 cash bond
Harmon was charged with offenses related to her actions during Trower’s apprehension and possession of the Polymer80 handgun frame.

Harmon was released on $4,500 unsecured bond

ORIGINAL STORY – 04/09/26 – In Dover, police say a physical altercation involving several individuals escalated when a suspect—described as wearing all black clothing, red shoes, and a camouflage ski mask—fired two rounds toward the group. The individual then fled westbound and was last seen running north through an alley just west of North Governors Avenue. Officers responded to South Governors Avenue around 11:15 p.m. on April 8th following multiple reports of the shots fired. The shooting left three people injured: a 57-year-old woman suffered graze wounds to her arm and chest, a 19-year-old man was shot in the lower body, and a 41-year-old man sustained a graze wound to his arm. The woman and 19-year-old were taken to a nearby hospital with non-life-threatening injuries, while the 41-year-old declined treatment. The investigation remains ongoing.
