Delaware Senate Advances Utility Oversight Bill


Following hours of debate, the Delaware Senate has advanced Senate Bill 326, which seeks to strengthen oversight of public utilities by limiting their ability to pass certain non-mandatory capital investment costs on to customers. The measure would increase transparency in utility billing, require regular audits by the Public Service Commission, and place restrictions on expenses and infrastructure investments eligible for cost recovery through customer rates. Supporters say the bill is intended to help curb rising energy costs while providing greater protections for Delaware ratepayers. The legislation, Ā sponsored by Senator Stephanie Hansen and Representative Debra Heffernan, now heads to the House of Representatives for consideration.
