A state panel Monday boosting Delaware’s official government budget estimate by about $100 million; that gives lawmakers some more options in crafting a budget for next fiscal year.  The Delaware Economic and Financial Advisory Council increasing its revenue forecast for the current year by some $46 million compared with December’s estimate.  The bump is mostly because of higher projections for personal income tax revenue and abandoned property collections.  The panel’s meeting was the first since Governor Carney proposed a $4.25 billion operating budget, a 3.5% increase from last year.
