Three Charged with Drug & Weapons Offenses after Lewes Traffic Stop

A traffic stop by Delaware State Police in Lewes Monday night led to the arrest of three from Seaford and Milton. A trooper on patrol spotted a white Cadillac DeVille outside the Wawa on Dartmouth Drive which had recently been reported as being involved in a shots fired incident in the Milton area. The trooper approached the vehicle and spotted 19 year old Samuel Mondestin of Seaford with a handgun on his lap. The trooper contacted the occupants and Mondestin tried to hide the handgun. He was arrested and the driver 20 year old Gelber Sandoval-Velasquez of Seaford and rear passenger 20 year old Jocelyn Estrada of Milton, who police discovered was sitting on another handgun that had an obliterated serial number. Police recovered both guns and additional ammunition. Mondestin and Sandoval-Velasquez wee also in possession of Xanax pills. Sandoval-Velasquez showed signs of impairment as well from both drugs and alcohol.

Mondestin, Flores Estrada, and Sandoval-Velasquez were all taken to Troop 7 and charged with the following offenses:

Samuel Mondestin:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm While Possessing a Controlled Substance (Felony)
  • Possession of a Firearm by Person Under 21 (Felony)
  • Carrying a Concealed Firearm (Felony)
  • Possession of a Firearm While Under the Influence
  • Possession of a Controlled Substance

Mondestin was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $101,200 cash bond.

Jocelyn Flores Estrada:

  • Possession of a Firearm With an Obliterated Serial Number (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm by Person Under 21 (Felony)
  • Carrying a Concealed Firearm (Felony)

Flores Estrada was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $60,000 cash bond.

Gelber Sandoval-Velasquez:

  • Possession of a Controlled Substance
  • Driving a Vehicle Under the Influence of Alcohol and Drugs

Sandoval-Velasquez was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $2,700 cash bond.
